Oregon nurses and Keiser's online NP programs
For an Oregon resident, the obstacle to Keiser's FNP sits with Keiser, not with Oregon's regulators. Keiser's November 2025 disclosure says its FNP does not meet Oregon's educational requirements, and the Graduate School FAQ also lists Oregon among its MSN/FNP/DNP restrictions. The Oregon State Board of Nursing, meanwhile, lets out-of-state NP programs place students without its approval.

The short version, program by program
Both Keiser documents flag Oregon, which puts the graduate programs among the hardest fits of any state. The bachelor's completion degree is a different conversation. Wherever they live, Keiser's NP applicants need an active Florida RN license and a license for the clinical state, written confirmation that the home state allows the rotations and NP licensure afterward, and a preceptor they locate for Keiser to approve. Oregon's board says yes; Keiser's lists say no
Until mid-2021, Oregon made NP students enrolled at schools elsewhere wait for Board authorization before a practicum could begin. OSBN scrapped that rule effective July 1, 2021. Its current APRN FAQ gives a one-word answer, no, when asked if nursing schools based elsewhere need Board sign-off to train APRN students in Oregon, and its placement guidance spares advanced practice tracks, RN to BSN programs and non-NP doctorates from the advance notice it still asks of pre-licensure schools.
Two Oregon conditions survive. Anyone teaching nursing inside Oregon needs a current license from OSBN, and before a school enrolls Oregon residents it must clear Oregon's Higher Education Coordinating Commission or qualify through NC-SARA. Keiser is a SARA member.
None of that overrides Keiser's own position. Its disclosure marks the FNP "does not meet" for Oregon, and the FAQ restriction list names the state too. Our page on Keiser's licensure disclosures shows both lists in full.
A welcoming state board does not change Keiser's admission decision: that answer comes only from Keiser's Graduate School.
Licensing where the compact stops
Oregon remains outside the Nurse Licensure Compact, and when research was done no legislation to join it was moving. A compact license from Florida or anywhere else stops at the Oregon line, so clinical hours here depend on an Oregon RN license. Keiser separately asks FNP and WHNP applicants for an active Florida RN license alongside the license for their clinical state; the Florida license page walks through that pairing.
The APRN Compact has no Oregon enactment either. AANP counts Oregon among full practice states, and research found no state-funded incentive aimed at preceptors.
Portland to Bend: where NP training happens
Oregon's major systems include OHSU, Providence Oregon (part of the Renton, Washington system), Legacy Health, the Kaiser Permanente Northwest region and Samaritan Health Services. The Portland-Vancouver-Hillsboro metro dominates, with Salem, Eugene-Springfield and Bend as the next largest centers. Statewide public health sits with the Oregon Health Authority's Public Health Division.
Name these only as examples of the settings where Oregon NPs train. None is described here as holding an agreement with Keiser, and the Washington half of the Portland metro carries its own Keiser restrictions, covered on the Washington page.
Routes worth raising with Keiser
The RN to BSN is the plainest candidate. It is online, it admits nurses licensed in their state of residence, and Oregon's Board does not ask RN to BSN programs to notify it. Its 45-hour community course runs in a setting you choose, approved by the University Department Chair.
Keiser's post-master's DNP ends without a license, and Oregon exempts non-NP doctoral programs from its notice rule, yet Keiser's FAQ heading covers the DNP. Ask the Graduate School for a written answer on each program before paying any application cost.

Questions Keiser students ask
Can I enroll in Keiser's online FNP while living in Oregon?
Keiser's own documents point against it. The November 2025 FNP disclosure says the program does not meet Oregon's educational requirements, and the Graduate School FAQ lists Oregon among its MSN/FNP/DNP restrictions. Only Keiser's Graduate School can say whether any exception applies, so ask before applying.
Does the Oregon State Board of Nursing have to approve an out-of-state NP program?
No. OSBN's APRN FAQ answers that question in the negative for out-of-state APRN programs, and the old Oregon authorization rule for visiting NP students ended in July 2021. One condition stays: the Board wants every instructor who teaches nursing on Oregon soil licensed by OSBN.
Will my multistate RN license let me do clinicals in Oregon?
Oregon's absence from the Nurse Licensure Compact means a compact license issued in Florida or any other member state carries no practice right in Oregon. Plan on an Oregon RN license for any Oregon clinical hours, and remember Keiser's NP programs also ask for an active Florida RN license.
Why would Keiser restrict Oregon when the state itself is open?
Keiser's disclosure states its conclusion without explaining it, and the FAQ gives no reasons either. Whatever the cause, the Graduate School's answer is the one that decides admission, so treat both Keiser lists as current until Keiser tells you otherwise in writing.
