Utah and Keiser's online FNP: one Utah rule to settle first
On paper Utah is open: Keiser's November 2025 FNP disclosure groups Utah with the states whose educational requirements the program satisfies, and no Utah limit shows up in the Graduate School FAQ. Utah adds a layer most states skip. Its rule R156-31b-609 sets conditions for any nursing school from elsewhere that sends students into Utah clinical sites, graduate schools included, and the research behind this guide did not check whether Keiser has met it.

R156-31b-609 in plain terms
Utah's nursing board, which sits inside the Division of Professional Licensing (DOPL), expects several things from an outside school before its students train in Utah agencies or institutions. The rule never separates pre-licensure from graduate study, so an online FNP falls within it.
What Utah asks of the school
- Sign-off from the nursing board in the school's home state, and nursing accreditation from an agency the federal Education Department recognizes
- Faculty on the program's own payroll, tied to a college or university, meeting accreditor and home-state standards, and holding a Utah or compact license whenever supervision is face to face
- A written approach to choosing and overseeing faculty or preceptors and the clinical sites themselves
- Preceptors in good standing on a Utah license or one from a fellow compact state
- A yearly filing with the Board, due each August 1, with a head count of students at Utah facilities, a statement on faculty and preceptor licenses, and proof of current accreditation
Every item above is the school's duty, not yours. Because research did not check Keiser's standing under this rule, ask the Graduate School in writing whether Keiser satisfies R156-31b-609 before you enroll or name a Utah site, and keep its reply.

Compacts, full practice and the licenses you carry
Utah entered the Nurse Licensure Compact in 2018, and according to NCSBN it signed the APRN Compact into law in March 2022. Utah is one of five states to adopt that APRN agreement, which needs seven members before it operates, so an NP license here is still issued the ordinary way and covers Utah alone.
AANP ranks Utah among full practice states. For its part, Keiser wants two RN licenses from FNP and WHNP students, Florida's plus one for whichever state hosts the clinicals, and a written statement that Utah accepts the rotations and will later license you as an NP. From Ogden to St. George: where a practicum could fit
Counted by the Census Bureau for 2025, Utah's bigger metros line up north to south: Ogden, then Salt Lake City-Murray, then Provo-Orem-Lehi, with St. George alone in the far southwest. Intermountain Health is one example of a system operating in Utah; University of Utah Health and MountainStar Healthcare, which belongs to HCA Healthcare, are others, and the state's Health and Human Services department handles public health. They illustrate settings only, and each still needs Keiser's approval and a signed agreement.
Research turned up no Utah preceptor incentive, and Keiser's preceptors take students as volunteers. Check licenses early, since Utah's compact-or-Utah test sits on top of Keiser's preceptor requirements. Near St. George, keep sites on the Utah side: Keiser's FNP disclosure rules Arizona out, and Nevada is one of the FAQ's restricted states.
Flights, residencies and an eight-week pace
Plan on two round trips to Fort Lauderdale. The Advanced Assessment course holds a three-day residency and the program's last practicum a two-day one, with airfare and hotel yours to cover; the residency guide has more. Between trips, every practicum is squeezed into eight weeks, so Keiser asks you to start lining it up roughly a quarter-year before the term.

Has Keiser met Utah's R156-31b-609 requirements?
This guide cannot say, because the research behind it did not check Keiser's standing under the Utah rule. The obligations fall on the school: accreditation, faculty licensing, a supervision plan and the August 1 yearly report. Ask Keiser's Graduate School in writing before you apply, and file the answer with your admission paperwork.
Does my Utah preceptor need a Utah nursing license?
A compact license also works: R156-31b-609 takes any good-standing license issued in Utah or by a fellow compact state. Keiser stacks its own tests on that: no encumbrances, twelve months or more in practice, a role at the site itself, and no line authority over you at work.
Is Utah's APRN Compact in force for new NPs yet?
No. Utah adopted it in 2022, yet it operates only once seven states have joined, and the count stands at five. Until that changes, an NP license from Utah is good in Utah, and NP work elsewhere still needs a separate license from that state.
Could I do my Keiser clinicals in Idaho or Nevada instead?
Keiser's Graduate School FAQ restricts MSN, FNP and DNP students in both, although its FNP disclosure calls them "meets" states. Nevada's board also requires an approval that research did not find for Keiser. Keeping your sites in Utah avoids that conflict unless the Graduate School tells you otherwise.
