Keiser's FNP from New York: study at home, precept next door
New York is the one state where Keiser spells out a workaround. Its Graduate School FAQ says New Yorkers can be accepted as long as their clinicals take place in a neighboring state, naming Connecticut, New Jersey and Pennsylvania as examples, and the November 2025 FNP disclosure rates New York "meets" while noting that placements cannot be made there. What Keiser's documents say about New York
Keiser handles New York unlike any other state. The FNP disclosure rates it "meets" for educational requirements yet adds that practicum and internship placements cannot be made there and must be completed where approved. The FAQ lists New York among its restrictions, then clarifies that Keiser takes New Yorkers whose clinicals happen in a neighboring state. The out-of-state guide quotes both.
Keiser's usual out-of-state terms still apply: a Florida RN license that is active and unrestricted, a license for the state where your hours happen, and written confirmation that New York permits the rotations and a later NP license. Why New York is off-limits for practicums
New York's own rules explain Keiser's stance. NYSED's Office of the Professions bars an out-of-state or online nursing school from sending students into New York rotations until the school is registered or approved there, and for NP students the NP program itself needs that registration. NYSED also warns that an NP student rotating in New York through an unregistered program may be breaking the law.
A second NYSED office, which evaluates colleges, treats a clinical placement in a licensed profession as the school being physically present in New York, which calls for approval or an exemption first, SARA membership notwithstanding. Federal VA and military facilities are carved out of NYSED's rule, yet Keiser's documents mention no carve-out, so keep all hours outside New York unless Keiser tells you otherwise.
Keiser's "meets" for New York speaks to the program and to licensing once you graduate. New York clinical sites stay closed to Keiser students either way.
Choosing a bordering state
The FAQ names three neighbors, the disclosure marks two of them "does not meet," and neither mentions Vermont or Massachusetts. Compare before paying for another license.

Only New Jersey is both named by the FAQ and rated "meets," and the New York-Newark-Jersey City metro reaches across the Hudson into it. For Pennsylvania and Connecticut, Keiser's two documents collide, so get a direct answer first. Vermont and Massachusetts read "meets" but go unnamed; ask before relying on them.
Your license plan and New York practice law
New York sits outside the Nurse Licensure Compact, and NYSED sends nurses from other states to its own license checklist; a New York license is valid in New York and nowhere else. Your practicum state issues its own RN license.
After licensure, AANP rates New York full practice, though until an NP passes 3,600 hours of practice a collaborating physician, a written agreement and protocols are required. No APRN Compact law exists, and research found no state preceptor incentive. Big systems such as NewYork-Presbyterian, the University of Rochester Medical Center, Northwell Health, NYC Health + Hospitals and Mount Sinai sit outside the map for Keiser practicums.
The DNP and the online RN to BSN each want an RN license from the state where you live. New York's FAQ listing names the DNP, and NYSED's placement rule reaches online nursing programs generally, so ask Keiser where each program's hours can happen.

Why are Keiser clinicals blocked in New York?
Because New York makes schools from other states, and online schools, register with or win approval from NYSED before any student rotates there, and NP programs need their own registration. Keiser's documents rule out New York placements, which fits that requirement.
Do I need another state's license for bordering-state clinicals?
Yes. Beyond the Florida RN license, Keiser wants an active license issued by the state hosting your clinical hours. A New York license stops at the state line because New York is not a compact member, so apply to the New Jersey, Pennsylvania or Connecticut board, whichever state Keiser approves.
