California and Keiser University's nurse practitioner programs
A California nurse runs into two closed doors on Keiser's FNP. Keiser's own November 2025 disclosure says the program falls short of California's educational requirements, and when research looked in September 2026 at the list the Board of Registered Nursing keeps of approved NP programs from other states, Keiser was not on it. The Graduate School FAQ omits California from its restriction list, so settle any option with Keiser in writing before applying.

Keiser's programs from California, one by one
Keiser's Graduate School delivers its nursing master's and doctoral programs online, and FNP students travel to Fort Lauderdale for two residencies. For a California nurse, Keiser's disclosures and the BRN's roster settle most of the question.

What the BRN requires before NP clinicals
California regulates NP programs from other states head-on. Its regulation on the point, 16 CCR 1486, bars a non-California NP program from placing students in California clinical settings without Board approval first. Such a program must use preceptors who satisfy Board rules, follow NONPF and AACN standards and teach California's NP law, standardized procedures included.
A program starts by filing a form called Verification of Clinical Practice Experience. Approval itself is a vote taken at a Board meeting, and afterward the program holds a signed NP Program Preceptor form for every California preceptor it uses. Every student in such a program needs an active California RN license. Each preceptor needs a current California license, qualification in the student's NP category and a three-party written agreement with the agency and the program. Keiser did not appear on the BRN's approved list at the September 2026 check.
How Keiser's two state lists treat California
On Keiser's FNP licensure disclosure, updated November 2025, California is one of the states marked does not meet, and the WHNP disclosure says the same. The Graduate School FAQ keeps its own roster of MSN, FNP and DNP restrictions without California on it. Here the disclosure and the BRN agree, which makes the FAQ the odd one out.
Keiser's catalog also wants applicants living outside Florida to supply written confirmation that their state allows clinical rotations and NP licensure afterward; for Californians, the BRN is the body that answers. Keiser's licensure disclosures set the two Keiser lists side by side.
The California practice landscape
No compact membership: California never joined the NLC, which means clinical work there depends on a California license, and NP certification from the BRN comes only after California RN licensure is in hand. AANP puts California in its restricted practice group, where a standardized protocol agreement governs NPs in certain settings and procedures; the BRN explains the exemptions.
Four metro areas lead the state in size: the Los Angeles area, the Riverside and San Bernardino area, the San Francisco and Oakland area, and San Diego. Kaiser Permanente, headquartered in Oakland, runs regions in both halves of the state, Sutter Health works in Northern and Central California, and Stanford Health Care, Cedars-Sinai in Los Angeles and the six academic centers of University of California Health round out the list. They appear here as examples of California settings only. Research found no state preceptor incentive.
What may still fit for a California nurse
Keiser's online RN to BSN is meant for nurses licensed where they live, and the BRN's site describes no out-of-state approval step for RN to BSN students. The post-master's DNP does not end in licensure, and Keiser wants you actively licensed as an RN at home. Admission for either rests with Keiser, so confirm before you enroll.

Can I do Keiser FNP clinicals in California?
Not on the evidence available in September 2026. California's BRN has to clear a non-California NP program before its students train in the state, and the BRN's published approved list did not include Keiser when checked. Keiser's own disclosure also says the FNP does not meet California's educational requirements.
Is California on Keiser's Graduate School restriction list?
No, and that is the conflict. The Graduate School FAQ lists thirteen other jurisdictions but not California, while the November 2025 FNP and WHNP disclosures both say the programs fall short of California's requirements. The BRN's approved list backs the disclosures. Ask Keiser's Graduate School to confirm in writing.
Does a multistate RN license work in California?
No. California is not a compact state, so nurses there practice on a California license, and the BRN grants NP certification only after California RN licensure. Students in an approved out-of-state NP program also need an active California RN license before their clinicals begin.
Could I study Keiser's DNP from California?
Possibly. No license comes out of the post-master's DNP, it carries no licensure disclosure, and Keiser wants you actively licensed as an RN where you live. Its practice courses, NUR801A, NUR802A and ADP902, use organizational and community settings with an employer mentor and a faculty mentor. Confirm eligibility with Keiser first.
