Arizona: Keiser's NP disclosure and the AZBN approval rule
Keiser's November 2025 licensure disclosure says its FNP does not meet Arizona's educational requirements, and the WHNP disclosure agrees. Arizona layers a board-level gate on top: AZBN has to sign off on an APRN program before its first student sets foot in an Arizona clinical site, and whether Keiser holds that approval was not checked. Arizona is absent from the Graduate School FAQ's restriction list, so get Keiser's answer in writing before you apply.

Keiser's Graduate School runs the MSN FNP and WHNP online with residencies in Fort Lauderdale, and the post-master's DNP online with a single residency at the Flagship campus. For someone in Phoenix or Tucson, the answer shifts program by program.

The Keiser side: a disclosure and an FAQ that disagree
On the FNP disclosure Keiser updated in November 2025, Arizona is marked does not meet. The Graduate School's FAQ keeps a separate restriction list, and Arizona is not on it. With no single master list from Keiser, the disclosure, which is the document written about licensure, deserves the most weight.
Beyond both lists, Keiser's catalog wants three things from an applicant living outside Florida: an active, unrestricted Florida RN license, a license in the state hosting the clinicals, and a written statement from the home state that rotations and eventual NP licensure are permitted. AZBN approval for out-of-state APRN programs
Arizona's Board oversees pre-licensure and APRN education alike. Its advisory opinion on programs from elsewhere says every APRN program needs the Board's approval ahead of the first clinical experience any student has in Arizona. The review is streamlined when the home-state board already approves that APRN track and the school is nationally accredited. Even then, the program must monitor who holds what license, from the director and faculty down to preceptors and students, log where each student is placed and answer an annual survey or audits.
License expectations for APRN clinicals in Arizona
- Students: RN licensure, Arizona or multistate, carrying no encumbrance
- NP preceptors: RN licensure (Arizona or multistate) plus Arizona's APRN certification
- Physician preceptors: Arizona medical licensure without encumbrance
- Supervising faculty in distance programs: licensed in the state where the clinical activity happens
RN to BSN programs go unmentioned in AZBN's documents. Research for this page did not check whether Keiser has applied to AZBN or holds its approval.
Arizona practice law, metros and health systems
Arizona became a compact state in January 2018, and AANP rates it full practice for nurse practitioners. Greater Phoenix and Tucson carry most of the clinical volume, with smaller centers around Prescott Valley and Lake Havasu City-Kingman.
Phoenix hosts both Banner Health, whose Banner - University Medicine centers carry the academic load, and Phoenix Children's; Scottsdale is HonorHealth's base; Mayo Clinic keeps an academic campus in the Phoenix-Scottsdale area; and in Tucson, TMC Health is the name to know. Read them as examples of big Arizona settings rather than Keiser partners. A state grant for volunteer preceptors of graduate students, run through ADHS and weighted toward rural primary care, has no appropriation for fiscal 2026 or fiscal 2027 in the legislature's report.
Options worth raising with Keiser
Keiser's online RN to BSN is built for nurses licensed in the state they live in, and AZBN's out-of-state rules say nothing about RN to BSN programs. The post-master's DNP prepares you for no new license, and Keiser asks for an RN license where you reside. Ask Keiser to confirm eligibility for either one, and for the FNP, ask whether any Arizona arrangement exists before you spend time on a search.

Does Keiser's FNP lead to an Arizona NP license?
Keiser's own November 2025 disclosure says the FNP does not meet Arizona's educational requirements for licensure, and the WHNP disclosure matches. Arizona separately wants AZBN approval of any APRN program before its students do clinicals in the state. Ask Keiser for a written answer before planning around either program.
Is Arizona on Keiser's Graduate School restriction list?
No. The Graduate School FAQ names thirteen jurisdictions with MSN, FNP and DNP restrictions, and Arizona is not among them. The licensure disclosure is stricter, which leaves Keiser's two sources in conflict, and Keiser's Graduate School is the office that settles it for your application.
Which RN license works for Arizona clinicals?
AZBN wants APRN students of outside programs licensed as RNs in Arizona or through a multistate license, with no encumbrance. Because Arizona is a compact member, a multistate license issued by the compact state you call home is enough. Keiser's FNP and WHNP also require an active, unrestricted Florida RN license.
Can Arizona preceptors still get the state grant?
The ADHS grant that rewarded unpaid preceptors of graduate students, NP students among them, was funded from fiscal 2023 to 2025. The fiscal 2027 appropriations report shows nothing new, and leftover money reverts at the end of June 2026, so the program looks unfunded for now.
